Here be an interesting, recently dated document, Matthijs, …. http://about.usps.com/handbooks/as805h.pdf … which provides information on multiple attack vectors/defensive position weaknesses which can be exploited and expanded upon to provide a change of program and project ownership and direction/systems working and executive administration …… and surely agrees with and would second all of the above earlier post information.
And it is a jolly good read, globally applicable to any and all such agencies which would be in the field of delivering goods and information/products and instruction/intelligence for order …. or disorder, if that be one’s bent/goal/purpose, for such dual use facility and inherent catastrophically self-destructive weakness is invariably always present to be engaged with in operating systems with dumb/crazy/stupid human input.
