Given the position of the UK Government I think it's highly unlikely that GCHQ would be acting on behalf of the Russians.
Given the sub-prime ministerial leadership qualities of the UK Government, to imagine GCHQ having any responsibility and accountability for their actions would be a global admission to all and sundry of a lack of in-house intelligence provision/source generation.*

Why ever would anyone innocent of crimes be party to colluding in such a conspiracy to pervert the course of natural justice and render the rule of law a farce, and coincidentally and collaterally its robed and bewigged peers widely reconsidered as jackasses and pliable criminally minded puppets?
One would surely have to consider certifiable madness as a viable and possibly only viable defence, and that would surely disqualify parties from being future instrumental in deciding proceedings with any of their deliberations adjudged to be null and void.

I think boys and girls that some of us are confused over fact and fiction. The Security Service and the Secret Intelligence Service do their best to garner all raw intelligence, sift it for gems and nuggets and then (perhaps the most dangerous bit of all) try to understand what it all means. I include GCHQ in that remark too. 
Having read the entrails and analysed same with a very fine toothed comb they formulate "advice" to ministers and Government departments etc. It is at that stage that they no longer retain 100% control over their "product". 
If some lying, distant, scheming, evil, twisted PM should wish to do so he / she could put a spin on the "product", rewrite it entirely and dilute its original import or pretend it is the original or smother it in a plethora of "secret" stamps and ensure it never sees the light of day for 100 years. The "spooks" are therefore not always to blame once they have done their bit which, to be fair, they are usually pretty good at. 
Now luckily we have not had a PM like the one I describe for some time ....have we ?

There are invaluable special forces to right those wrongs and to assure and ensure the future and subsequent dodgy administrations that intelligence services always prevail even if betrayed by incompetent and corrupt muppets in head office and leading executive chair positions.
And as a rough rule of capitalist thumb in modern day espionage and betrayal matters, following the money always leads to vipers' nests and either the really good at what they do or the really bad at what they do, and the win winner there is always the same for they have no secrets to hide in order to further survive and prosper.
